Finally, Gardner wrote, the United States should illuminate human rights abuses in North Korea by imposing sanctions on abusers and by supporting US and global efforts to provide credible information and communication tools for the North Korean people.

South Korea's acting president and prime minister, Hwang Kyo-ahn, said his country will punish North Korea for the provocation.
