People react in front of floral tributes on the south side of London Bridge near Borough Market after an attack left 7 people dead and dozens of injured in London, Britain, June 5, 2017. In particular, there are questions over whether investigators had the resources to look into complaints such as those leveled by Butt's neighbors about his attempts to radicalize children and whether crucial opportunities were missed.
The three men drove a rented van into a crowd of pedestrians on London Bridge late Saturday, and then used knives to attack patrons of pubs and restaurants in Borough Market.
Police said they were still working to confirm the identity of the third attacker.
One of the London Bridge assailants, Khuram Shazad Butt, a 27-year-old Pakistan-born Briton, was known to the police and MI5 intelligence service.
Metropolitan Police Commissioner Cressida Dick said she wouldn't release further details in what she described as a fast-moving investigation, including whether authorities were familiar with the men before the attack.
On Tuesday the third attacker was named as Youssef Zaghba, an Italian national of Moroccan descent, who was living in east London.
Butt reportedly quoted the Koran in his final WhatsApp message three days before the attack.
Another neighbour, Michael Mimbo, told Reuters that Butt supported the north London football team Arsenal.
The two other perpetrators were not known to security services.
London's police chief has said the attackers have been identified, but the names haven't been released. "What happened?" he told Sky News.
"It is seeking to project its influence and maintain its relevance by inspiring, encouraging, and-though there does not appear to be evidence of this in the latest United Kingdom plots to date - directing attacks in Europe and elsewhere", he told AFP. "However, there was no intelligence to suggest that this attack was being planned", the Metropolitan Police said.
Butt was investigated by officers in 2015 but they found no evidence he was planning an attack and he was "prioritised in the lower echelons of our investigative work", police said.
