Amnesty urges donors to give more to South Sudan refugees

South Sudan, the world's youngest nation, descended into war again in December 2013, leaving tens of thousands dead and more than three million people displaced.

Globally, Syrians still represent the largest forcibly displaced population with 12 million refugees or internally displaced - some 65 percent of the population - by the end of 2016.

- This included 22.5 million refugees, 40.3 million uprooted within their countries and 2.8 million asylum seekers.

There were 40.3 million people displaced inside their own countries at the end of 2016, slightly fewer than the 40.8 million at the end of 2015.

In contrast, almost of all of the South Sudanese refugees have sought protection in neighbouring countries such as Uganda, Ethiopia and Sudan.

And almost 70 years after Palestinians first fled today's Israel, some 5.3 million Palestinians are now living as refugees - the highest level ever recorded, UNHCR said.

Filippo Grandi, High Commissioner for Refugees said, "It is an extremely moveable situation, an extremely dynamic situation, which reflects in turn conflicts that continue to affect mostly and primarily and very violently civilians".

Uganda needs more help from the worldwide community in dealing with huge numbers of refugees from South Sudan, Amnesty global said Monday.

Syria's conflict remains the world's biggest producer of refugees (5.5 million), however in 2016 the biggest new factor was South Sudan where the disastrous breakdown of peace efforts in July that year contributed to the outflow of 739,900 people by year's end (1.87 million today).

Turkey hosted the most refugees with 2.9 million people.

- The fastest growing refugee population was spurred by the crisis in South Sudan.

The majority of those displaced in the sub-Saharan country are children. This group, which was mostly children, grew by 64% during the second half of 2016, from 854,100 to more than 1.4 million.

A full 84 per cent of refugees are living in low- and middle-income countries, UNHCR said, blaming this "huge imbalance" on "the continuing lack of consensus internationally when it comes to refugee hosting and the proximity of many poor countries to regions of conflict". The report attributed that slight reduction in part to people who had returned to their homes, offsetting the number of new people who had fled.

The newly-formed WRC convened for the first time in Geneva, Switzerland this week to consider the solutions to the global refugee crisis.

The World Refugee Council (WRC) says nations have not done enough to help Uganda and it neighbours handle South Sudan's humanitarian "tragedy".

"We're obviously concerned about the constant flow of South Sudanese refugees going to neighbouring countries".

"For a world in conflict, what is needed is determination and courage, not fear", Grandi said.

Over 5.5 million people face severe food insecurity, with an estimated 100,000 of them facing starvation, according to United Nations estimates.
